I think Team Rocket was always the most menacing because they did things real criminals would do, and their only motive was really just to make money and beat you up for the hell of it. It's a lot easier to be afraid of them than crazed environmentalists or cult leaders... or PETA.

I remember the first time I played my Ruby, and I fought Maxie for the final time, and when this music came on, I knew I was in for an epic fight. I defy anyone who says that music is crap battle music....of course, the battle was a disappointment, finding out his team was the exact same as before, but evolved. Mighteyena, Crobat, and Camerupt....the music makes up for it though!

I love how Team Rocket is pretty much the only team that didn't really have a purpose. They were just a mob, or "pokemon gangsters" as that one grunt in Mt. Moon said. Everyone else has a motive, FUCK THEM!!! All the other teams have a belief that they defend. Team Rocket just beats you up for the hell of it XD

In the Anime it's so bad they make every team look bad but in the game it's much better.I like the manga because the Kanto gym leaders were team rocket(mafia Gang) admins,but Johto had neo team rocket in manga(the 7th gym leader Pryce was the masked man) in the games it old admins waiting for Giovanni but running it like they didn't need giovanni. I think i liked gen 4 the most because it got back to its roots with only 1 team, and having that team be ruthelessly evil (brainwashed grunts!) and they were the most adult team so far. Gen 3 was pathetic, a breakdown of the conflict between magma and aqua:

Cyrus and Giovanni are the best bosses in PokéHistory. Cyrus was pure evil who wanted to destroy the world and rebuild it in his own image with no emotion or free will. Giovanni looked like a Latino mob boss and that instantly made him badass. Not only that, but he's the first evil boss to be a Gym Leader (better yet the final) and he created the ultimate Psychic Pokemon (Mewtwo). They were meant to be together. Seriously.
