Sort of. It's a mission based free roamer, kind of like The Getaway. There is a free roam mode outside of the main story missions.

I'm not sure how but you can download mods for it.

for the pc version, i block the lorry before he reach the warehouse.take document from the driver. then u unload the cargo urself. go to the side of lorry n press right click to pick up the box, then press ' drop weapon ' ( i think default key is backspace).

then drive to the harbor

Yeah it's better that way since in the PC version they have goons with Tommy guns at the warehouse.
