It was a nice theory, althought it has proved false. Also, I find it´s a good idea that Ursa´s quote could went back in the finale -and if she could fire blue against Ozai, it would have been surprising!

Ozai had the blue fire. He shot it at Zuko in Day of Black Sun. Because of his training with iroh, he was able to shoot it back at his father. But point #4 was convincing.
My bet is on Azula. It just looks like her to me, and I imagine Ursa would look older by now. About the wedge-shaped hair: we haven't seen azula with her hair down yet.

The outfit is sort of a void argument. If you take a look at Zuko in the newer episodes, he wears a similar gold and red robe. ^_~ Maybe it's a Fire Nation fashion.

That blue fire is lightning. Azulon can bend blue fire, Ozai can bend lightning. Azula can bend both. And Ursa? I bet she can bend white fire.
