Buckethead is sure a great rock guitarist, but he definitely doesn't have a jazz-fusion phrasing. You probably never listened to Frank Gambale, John McLaughlin or certain Allan Holdsworth stuff, if you say that this is jazz-fusion.
The songs on this album have jazz structure with a head, then solos, then going back to the head. Some of the licks on this song are jazzy and that's it. What's more of a jazzy solo is the one on lovers and madmen.

Er... listen from 1:00 to 2:30 again. It's not throughout the whole song because the guitar's tone changes every while, but this DOES quite some awesome jazz fusion in it. If it didn't, it wouldn't stand out to me out of all of the album's tracks like it did.
It might not be 100%, but it's Buckethead's style to keep switching genres like he does, keeps it interesting for any kind of listener.
