They have powerful lobbyists influencing government policy for harsher and longer prison sentences for criminal offenders. That is why America has the highest percentage of prisoners in the world. That is also why medicinal marijuana is so viciously attacked since drug offenders make up most of the prison population. The US has made profit into a god and turned absolutely EVERYTHING into a money making machine.

WRONG. UNICOR is NOT mandatory. They are to be "considered" in the procurement process before a contracting offier makes an award. In fact, most agencies seek waivers by UNICOR to avoid using them --AND, GET THEM. Waivers are given by UNICOR for reasons like, unable to meet delivery times, compatibility, quality, best value, cost effectiveness, etc., etc. Course, we could let prisoners make lolly pops or toy dolls, if that makes you feel better.
