that's the reason why there is so much speed after entering/leaving a portal after jumping from a tower etc.

Your right she does gain speed when she jumps off from a high cliff into a portal, but thats only the initial velocity, When two portals are on the ground she is pushed up with greater momentum, if it werent true then she would be half in one and half in another and laying in one place. Thats why if you play the game you will see when the portals are on the ground side by side you are pushed upwards slightly

if you listen carefully on the 5th or 6th level of portal once glados even announces that the portals throw you out at higher momentum. Im pretty sure when game developers make these games that they are investing large sums of money in, they would have realistic premises for why they do things besides just to avoid glitches. Theres two easy physics formulas that prove what im saying, if u still aren't going to believe me ill just have to draw out a picture for you
