I should know because I'm an electrician for NS. FRA regulations will only allow no more than 24 live axles to operate on the front end. Normally it's 12 or 18
If you notice the last 3 units were not on line. They were dead units. They probably had mechanical or electrical trouble on them. If they are good units the crews would drop them off in a yard to pull for another train.
