KARR didn't need a driver. In his first appearance he drove around a couple of unknown crooks just because they accidentally reactivated him, but left them behind to "remove excess weight". When he returned he was reactivated again by someone on the beach who found KARR with a metal detector.

Neither KITT nor KARR require drivers; they can drive themselves.

Originally his light was red like KITT's, as the show used the same modified Trans AM for both cars. I think the show was intended as a one-time experiment. When they brought KARR back in Season 3, they decided to modify at least one of the modified Trans AM cars to be specific to KARR, so the changed his light to yellow. They probably figured after two years no one would specifically remember what color it was (this was before everyone had VCRs).
