The song was written like this. This was Offenbach intent. Read the libretto or understand the history of the opera and than criticize.

He's the comprimario or supporting tenor, not the lead tenor. He sings it as intended. Some tenors whose voice is too good, sing it with good tone until the top notes where they intentionally crack.
