  • I'm very confused. I just watched the video very carefully. Hiibel never refused to identify himself. He was never asked by the officer, even once, to identify himself. He was repeatedly asked to SHOW identification. According to Terry, one is only required to SHOW identification (a driver's license) if one is operating a motor vehicle at the time the officer makes the detainment. Hiibel was not. Why was this case twice decided against Hiibel by the Appeals courts? It makes no sense.
