He doesn't. The original is a game series, with manga and anime adaptations. Well, the manga is an adaptation; the anime is just a random, lulzy episodic thing that doesn't follow the actual storyline at all, done solely for humor (except like 2 or 3 episodes).

Manga has been exported to U.S, but not game. I think there might've been a torrent for game somewhere on the internet, but I dunno.

He's the new commander (and love interest of the angel-tai) in the first game trilogy and the manga.

So he comes in the first chapter of both of them.
