Designing requires imagination and an understanding of how to make a 2d drawing appear to have depth and then experimenting with backrounds, foregrounds, characters, and actions. Regardless re-painting a model such as the one shown still requires skill, designing is a step above. I tried to compete in a contest requireing me to draw some form of space ship, the only words that came to mind were "where the hell do I start..."
