I agree. It is football. When ever I'm around my international friends I call it football and refer to American football as simply the NFL. But it is much more than padded rugby.
As for the level of play, MLS is still a very young league in its infancy. It should and will improve in the near future, especially if USA has a good showing at the world cup.
But South America and Mexico each have their own leagues so most players either stay or go to Europe with better pay and better fan support.

Talking of the future, Zlatan Ibrahimovic of Inter just admitted that he might travel to MLS after finishing his contract with Inter.
What I think: The U.S. is simply too large to have a single major league. Each state should have their own professional league, and one inter state cup (like the champions league). Thus each team could be matched more heavily and improving the quality of talents.
That idea would not work at present. There is just not enough interest in football to sustain that type of setup. The quality would be even lower, like a park league.
One national league is the way to go. Every other sport does that and each of them, the NFL, NBA, MLB, are considered the best league for their sport.
Your idea would work as a lower league, a development league of sorts, but not as the premier football league.

in my mind the key, as weird as this sounds, would be to get ESPN to cover the MLS more, since ESPN started covering NASCAR, the viewers have gone up dramatically, it's all about publicity, and if the MLS gets that, then they will go up in viewers
