You are 100% right. I was out of town for a couple of days and when I returned back, I found I was cited by the police for leaving my garbage cans out. On the citation it notated that it was a complaint called in from a neighbor. The only reason for the government to notate that on the citation is to create a feeling of mistrust and suspicion amongst the citizens, which only continues to perpetuate this snitching to the government and feeling that the government is needed.
