Easiest way to win: Spam Pikachu's thunder. I'm surprised that no one has said that yet. Just stand on the middle platform and hit down+b. My friend and I beat it with 0% using that method.

Event 21 is basically team battles in classic mode on intense except with all characters

The way me and my friend did it was with 2 snakes. Just stand at the bottom and use up-A charged up at least halfway. one hit KO XD
