I remeber one night I was practicing geetar and was getting similar sounds coming through the amp. I systematically switch off all the things I could think of to no avail. Eventually it dawned on me - my mobile was in my shirt pocket - DOH!
it,s not a scrambler you would be able to make out it was voices but unable to understand what was being said . unless the military are in a 30 - 40 mile radius of you .
it is some type of clock circuit nearby, notice it squelch out then back in, rules out any birdie to those who thought that ;-)

It could be a birdie. A birdie is a scanner picking up it's own internal circuitry.
Take your scanner outside and away from any sources of EMI such as powerlines,
Remove your antenna and search for the frequency. If you find it then it is a birdie and can be locked out.

i hear this all the time cept its on the amatuer band. must be some electronic source emitting rf. probaly a transformer or something.

do you live very close to a transformer or sub station it sounds from the video sub station or transformer going through each cycle . hope this helps
