Not bad, not bad at all, but I do have a few pointers for you, since you're into stage making.

1. You may need to consider a bit of stage editing. To make the characters go behind the poles in the stage, near the street.

2. Same as above, but stretch out the stage some, at the top and bottom.

3. Add shadows.

And that's about it. What I can do for you, is fix up the stage for you myself, if you like.

thank you for the comments, honestly i would like to do a mugen beat em up style game but as you can see im not very good at doing the stages. if i could just tweak the mad gear gang and understand stage making, i think i could make that kind of game

Stage making is really not that hard. I've made a total of 18 to 19 stages, in the course of a month & a half. It's really not hard at all.
