Yes, but it is dormant. Rika is the queen carrier, and if she dies, everyone in Hinamizawa will go to level 5 and die within 48 hours. So if you enter Hinamizawa, it is dormant in you. If you leave the village or have a huge emotional occurence (family dies, etc.) then it will become active. But not everyone in the series has it go to level 5, like Mion and Rika. They never went insane because Hinamizawa Syndrome causes insanity and paranoia. In English, yes.

As we see in the Rei arc (I think), the world in which Satoko and her brother are not abused, she does not depend on him because there is no need for such excessive clinging. Satoko does have Hinimizawa syndrome from everything she went through. It caused her to push her parents of the cliff which was presumed to be the railing was loose and was "Oyashiro-sama's curse." I remember in the second episode of Kai I she was injecting herself with something to keep it dormant and her not go bonkers from level 5 Hinimizawa syndrome. So she has it, but it's dormant.

You guys who agree with this seem to be forgetting that Satoko is what, 8 years old? 8 year olds cry over seemingly trivial things. 8 year olds who are being abused will naturally depend on the one or few people they have and can rely on for for emotional support, and are even more sensitive.
