  • Lowering police testing score requirements just to insure minorities will pass in the 1970's and 1980's was never a good idea. But those policies have never been reversed. Combined with the Patriot Act, we see the results here against this 'Threatening woman".

This also affords them immunity from interview questions.

The police do not have the right to frisk unless he has reason to suspect that the person detained is armed or dangerous, such as a pole bulging out from underneath a jacket. In this video, there appears to be no reason for the cops to have guns trained on a cameraman or a person wearing a suit. Having a camera out does not constitute suspicion.

  • The foolish TV reporter (on the prowl for a money-making story) was stalking a city vehicle assigned to the County's Chief Administrative Officer, thus clearly should have been stopped and questioned. Cops had no way to know she was a reporter until after the stop. However, since reporters can just as easily commit violent crimes as anyone else, she really should have been stopped and questioned even if that fact were known beforehand.

  • It doesn't matter. The 1st amendment states that all individuals who can publish may film or take photos of anything from a public place. The reporter was filming from a public place, the street. So, without concrete evidence that a crime is committed or is being committed, the officers violated the Constitution that they should have sworn to protect as an officer. This is a police state.

  • Stalking is defined as a repeated following and harassing a person. In order for it to be illegal, the stalker must have an intent to harm or instill fear. Anyone who can publish may videotape or take photos of anything as long as the person is on public grounds and is not interfering with police conduct. The police may indeed ask questions, but they cannot detain a person without reason.
