Here's my reasoning for the evolutions. If you look back to the anime the evolutions had to deal with other pokemon they were around. For example slowpokes evolution you needed a shellder to get a slow bro. My guess they didn't want to make it that had for the game to evolve a pokemon.

I've always kinda wondered what would happen if you brought creepy-lady all three of the starters in your party. Through trading, you could get a Venusaur, Charizard, and Blastoise all on your team... If you did so, would she teach them all their power-moves?

Because I do the painstaking and long work of training a huge selection of Pokemon for EVERY situation, I created a group of Jhoto Pokemon that I randomly switch to EVERY time I visit the Seviis after the game... *shrug*
