I believe the first and second verse are about how the kids are repressed in society, the things they love to do, and then the things they have to do and hence have no time for the things they want.

And the rest could be about how he, and whoever he is singing to will break through that repression and be happy together. "We'll play in the park, until it's too dark for us to see....... She won't be pleased" etc.
