Originally released in Ocotber 1941, two months before the U.S. entered World War II. Reference to the famous radio quiz show "TAKE IT OR LEAVE IT" (which featured "The $64 Question" and someone occasionally heckling "You'll be sorry!!!" at the contestant) at 2:25. The "Infantry" in the mess hall sequence includes caricatures of producer Leon Schlesinger {the fat one with the bad toupee}, his production manager Henry Binder {the wavy-haired one}, and Leon's brother-in-law Ray Katz.
Oddly enough they weren't too far from the truth the military's budget after World War I had been so heavily slashed that the troops really were training with wooden guns and cars with the word TANK written on the side
Must have been really early war or late pre-war as the Calvary didn't really do anything in the war, what little their was. Which was shut down fairly quickly with most of the troops going to armored units.
The first two soldiers portrayed as eating sloppily are Leon Schlesinger and Henry Binder, his assistant.

This made me laugh, but it kind of made the army seem retarded, which seems odd for a WWII cartoon

@Zizumia1 It is indeed odd. However, this cartoon came out just before World War II started in America.

@APyleOfVinyl In fact, it was considered popular sentiment For the United States to keep out of the war in Europe.

@Zizumia1 I think the target audience may have been newer recruits and people who were already in the military.
