Similar as how its not really possible to cut clear glass with a laser, yet you can cut metal with it.

it's simple, white reflects the light, but black absorbs it, this made the black balloon pop, because the white one didn't get heat from the laser, all the air inside the black balloon got trapped into the white balloon so it couldn't get out :)
