Nice stunt. Would have been more impressive inverted. I would feel much safer in an airplane piloted by the likes of Capt. Wilkinson. When the chips are doun skill counts. Silly to sack him. A flyby at delivery plant with tower clearence is routine. He has not tried it at JFK of heathrow.
250KIAS is the limit below 10000 Feet MSL. However, this aircraft was operating in terminal airspace that would have further limited airspeed to 200KIAS (230MPH). If an aircraft cannot be operated below the maximum legal airspeed, then the pilot has a moral and legal responsibility to operate the aircraft at the minimum safe airspeed.
It was a problem because the boss was on board and while he had tower clearance, he did not have company approval. That and he's apparently only 28 feet up, too risky for the boss I guess. He might appear, according to report.
As a pilot I"m still confused why this is a big deal. He had tower clearance and he wasn't doing anything extreme. I've done it before too, calling it a "gear check" (make sure they're up).

250 is the limit, but ATC CAN override this limit.

ATC CAN NOT override this limit, period. Check your regulations. Only the FAA Administrator can override the limit.

Well I guess that we have been breaking the law. ATC CAN disregard the 250 below 10 depending on traffic and aircraft if it poses a safety hazard.
