The wildly pathetic thing about this video is that these EPA experts are advocating a more stringent solution than Cap and Trade. They for all intents and purposes are proposing a carbon tax and rebate system.

Fox tries to present it as if they are against any climate policies in general. Their other videos suggest rather that they think that current policies aren't doing enough.
