No! don't use it on a papillon! They have no undercoat and their fur is so delicate. You are not even supposed to use rakes on them. Just pin or bristle brushes. Use combs to seperate tangles individually.
Just to clarify, although uncommon to the breed, the Papillion in this video does have an undercoat and does shed its top coat. Hair is not being ripped or cut.
