You might want more lighting, or better substrate. Could just be alge too.

if u dont have fish in there do u even need a filter?

well if you have no fish then you dont need a filter but if you do have fish then a filter is a good idea. It can only help.

Well you can get eco-complete which is kinda expensive...its what i have in there its $20 a bag that fills a 10 gallon or you can get shiltz aquatic soil at Home Depot for the $7 a bag and 3 of them filled my 45 gallon. I will soon post a vid of my 45 gallon keep an eye out! Thanks for watching my video.
