okay from scrap: if a ball is caught out of the air all runners need to tag up to their bases. if done so, they may advance but they can be put out if they don't succeed in tagging up before the ball gets there. whether you step on the bag, swipe the bag with your glove or tag the runner makes no difference.

whether he tagged the runner or not (you be the umpire) is basically splitting hairs, it's an out either way.

this is a tag out officially, its not a force, a force is when your advancing a base because of runners behind you. This is a tag out even though he tagged the base, the fact the there was nobody on 2nd made it a tag not a force. OF course in race situations like this even with a runner at 2nd it would have been a tag out because the runner on 2nd wouldn't have been going. So it goes down in the score book as a tag out not a force out.
