I suppose only an "insider" would know this. The only people ever credited in the credits were the creators, the director, and the lead puppeteer/set designer King Hall.
I e-mailed the director of the show, Thomas McDonough, by chance a few years ago, and he gave me a list of voice actors...he said someone named Patrick Clear did Mr. J's voice (as well as Mr. H and Mr. R), but I strongly believe because of the other two characters he meant to say Mr. Clear did Officer Jabberwocky's voice. So in other words...I don't know for sure who did Mr. J's voice, but I can deduce from the way some of the other characters sound...

They should have saved "gym" for this episode, too...and explained that when Mr. Y is working as a vowel, the same rule applies.

@culpit Anyway it is a good thing the vowels got their long sounds or else they would have disappeared. I do not think Y would be safe either.
