Yep, it depends on limb length and squat type. What is important is when the knees move. It's dangerous to have knees sliding forward at the very bottom of the squat (gets weight up on toes, shearing force on knees). Weight on heels, weight above mid-foot always.
Knees past toes here isn't a problem (unless you go a lot more past your toes) but the problem I see with this squat is lack of hip flexibility which causes him to round his lower back at the bottom. That's how it looks to me and as such it's something that needs to be corrected asap.

The knees past toes thing is another topic we could debate for eternity and nobody would ever have a definite answer. With that being said, your arrongance is clearly demonstrated when you say his form is terrible.

knees past toes is a myth i guess? as long you keep the heels down with the weight on them, it is fine. just look at olympic weightlifters. period.
