This is a kind of matter that the universal jurisdiction should apply. Deliberately hitting a ship by another ship is less severe compared to act of pirate, but the principle of universal jurisdiction is still important because in urgent situations we value lifes more than national borders.

@oittoi didnt sth korea reject talks with japs over dokdo islands in singapore meeting 2008? didnt koreans warn they will arrest jap coast guard boats if they survey around dokdo? didnt korea bolstered security around dokdo when japs said they plan to teach its children of its claim to the islands? didnt ur government consider sending marines on dokdo to thwart jap claims? didnt sth korean protested in front of jap embassy, cutting of live pheasants heads (jap national bird) and ate their liver?
