Yeah I know! I discovered that recently. I think it's sort of like how land units decrease pop. but battle ships & sea units don't when attacking a city.
@Koreans, if you don't decrease the population you will have a revolution on your hands where you have to cut resources to keep people content. In the orginal game you can only build one structure per turn so it gets a little difficult in city management depending on what was destroyed. Good point though on not decreasing a pop.
