It was a New Jersey Public Television (NJN) production called "Bluegrass at Waterlo Village". Waterloo Village is an historic 18th century canal village in northern NJ. They had a a short lived festival in the 80's. NJN used to produce a lot of these great programs promoting the state before our conservative politicians decided that spending taxpayer money to promote the state was not in the public interest. I
