@idaareu101 Thank you! to be honest, i'm not totally sure but you should be fine because i mostly used the Gaussian blur effect, paint brush and the hue/saturation tool. Let me know if you have any problems ;D

People don't understand because they do not know the tools in photoshop. Study Photoshop, practice and you will know ;) BTW...Great tutorial. I actually painted the eyeshadows and made the effects I wanted just by painting without other tools or filters. It's awesome, I will try this. Thank you!

ok im stuck at the adding color, then it says to go to blur, the guasion blur, but when i do that it blurs my whole picture....HELP

@jazzydiamon1 you need to make sure that when your adding a blur, it's only to the layer the colour is on ;D what you may be doing is adding a blur to the duplicated layer or the whole picture.

@analynn141 i bought in on Adobe.com but if it's too expensive, there's this program called GIMP that's free on the internet and it pretty similar to photoshop. It's a good alternate because you can learn the basics first instead of buying photoshop then not knowing how to use it.
