The maker seperated the vocals and instraments and made Utau's voice a lot lower, (The vocals) and then made the music slightly lower to tone it, / slower it even, maybe.

Well, I have no idea where I got it from, but the one I use it Roxio Sound Editor, you can probably do the same with Audacity, that you can simply download for free.
