so how can the barcode tell if it is that number? like, is those numbers programed in the laptop before it is printed? or what?

@kayangthao The computer sees the barcode and converts it into numbers using an algorithm (a series of calculations). Different patterns/ widths of lines = different numbers.

It looks like he's using Microsoft Word Pad. The scanner pertends to be a keyboard, so it will work in any software.
