This scene is very interesting -- it is a wonderful satire of the Japan's "sensei" culture, where nearly every conceivable activity has a "correct" way, with "masters" (sensei) to show how it should be done. Satirizing this cultural behavior in a funny way is one of the great accomplishment of this movie.
i would agree, but i think it is also a satire of the young at the same time trying to be better with false humility. he wants the master to teach him, but he keeps trying to out do him rather than really learning. the old man takes a few noodles, and the young man takes a mouthful... the old man takes one root and the other a few, intead of 3 smaller slower sips the "student" takes on big long gulp. so i think it is kind of satirizing both.

I love this scene. Because of this movie, I went to as many Ramen joints as I could find when I was in Japan (I did a lot of research to narrow my choices to the top 3 joints in each city). I absolutely love Ramen noodles in Japan. Why can't they have a good Ramen place in the US?
