From what I've read, people were able to collect on mortgages going bad even if they didn't own the underlying mortgage. So that in essence the taxpayer is paying off private bets that AIG and others lost.

I would have liked to have gotten confirmation of this from Prof Black. There might be other ways the taxpayer was swindled as well.
