No, he's not. This episode was aired December 1, 1985. In Full House, Comet was a puppy who was first shown on November 10, 1989. Also, notice the difference in color between the two dogs. Brandon was much darker, and Comet was lighter. Just thought I'd point that out. :)
Can we say error here? Notice that Julie (Jennifer) took the milk carton as she was running towards her apartment, she shows it to her dad, the door closes and they never come out. Then in the next scene, the milk magically appears in Punky's refrigerator?! How's that for a classic tv rewind? :)
