It only needs to move toward the area of the beak that is more closed if the water sticks to the beak though other wise it would just pull off of the beak and form a sphere at the bottom of the beak rather than pulling itself up. That is why oil spills mess up the ability to do this little trick; it coats the beak in oil and therefore allows the water to form a sphere at the bottom of the beak as opposed to sliding up.
