In all those cases, having to pay Federal income taxes is likely.

Investing money does not take it out of circulation, investing creates jobs and opportunities for companies to expand. Considering this country has had a negative savings rate, I would say the rich are investing all their money. We would rather have investment than consumption as a nation.
