@mariomeetslego As long as you have a 3DS and then the game that your using as a rom then its legal. So for an example if you have a 3ds then there you can have a 3ds emulator legally, and as for a rom then you can have the rom legally (lets say MK7) then you need game to legally have the rom.

2. The top screen should be wider than the lower one.

3. The game is a Nintendo DS game, not a 3DS game.

4. If you are going to emulate something, the PC needs to be 17x the emulated console's power in order to run it at 100% speed. I find emulating a 3DS requires some high-ended hardware.
