It means as much as you may dislike how she handled the situation, her concerns are hers and there exists no good samaratin law demanding she react a specific way. The officers in this video, I believe, did the right thing by not making it a personal issue to stalk after the woman as she left. If she continued driving erratically, she could be pulled over elsewhere while avoiding a negative retribution scandal. For the record, I do not hate peace officers. I detest Kops. Color, but not letter.
