Why on earth would you have a library? Thermal baths for 95% of my cities and occasionally I will use Lighthouse for CS cities when I try to sneak one in.

@steve29112 you can only build one of each side, so in that city you can't build other amentities unless you demolish the lighthouse and/or tower ;)
