PS3 came out when PS2 was 6 years old. That doest strictly mean PS4 will come out in 2016.

But at this rate, PS3 will be lucky to match the lifespan of the Sega Saturn.

what they mean when they talk about their console cycles is thats how many years the console will be supported by developers and how long it will be on the market. ps4 will come out and ps3 will sell alongside it. just like how the ps2 is now. so 2012 is likely. as for 3.00, sony has stated they are on a 3 month cycle when it comes to firmware updates. 2.80 released in june. so 2.90 will most likely release in september and 3.00 will be out before the holidays. its gonna be big
