No, you don't. I have bought a controller off ebay. They didn't make me sign for it, but they might make you. You will only get in trouble if someone calls UPS and says they never got their package so you should be fine. :)

Yeah, most of the time it doesn't need age verification unless it's mailed signature required ... Thats usually only on high dollar items
