I believe that headguards are only compulsory if the floor is not matted. Shin guards+ gloves+foot pads are compulsory and I think gumshields also are now, can't remember if groinguards are but I when I competed they weren't. And this isn't full contact it's light continuous (can be quite heavy though).
The only "joke" here is the safety - or lack thereof. They're low belts, which means they have no business full-contact sparring to begin with, and on top of that they're wearing minimal protection - just gloves and footpads.
It'd be like giving fresh army recruits fully loaded m16's and having them square off in the training yard. Stupid, plain and simple.
The instructors should be fired, and the Dojang is lucky they didn't get their licensing revoked.

Differences in schools. My school and network of tournaments required full protective gear on all competitors if they wanted to fight. That meant the ever-important and most begrudgingly forgotten cup (take a full-power side kick in the groin because you threw yours a little higher than your opponents, and you'll never forget again. lol) shin guards, foot pads, gloves, mouth piece, and a helmet.
