Plain and simple Elijah Burke was lost money for WWE. He could have been big for them, and plain and simple, he, not Chavo, should have taken the ECW TItle from Punk. A full out Punk/Burke ECW Title feud would have been great for both men, the ECW Title, and the ECW brand.

Elijah Burke probably did deserve to be ECW Champion, but this wasn't the time. CM Punk had just won The ECW Championship a few weeks prior. He was in a rather drawn out feud with John Morrison (CM Punk lost 3 PPVs in a row), and he finally won his first title in the company. He needed this win.
