This was because he had led a life devoid of distinction, academically or in business, until he became a politician. It's not that Bush is so stupid. He's just not "president smart". I read a biographic essay about him in 2004 that began by calling him "perhaps the most unlikely president in history". This was because he had led a life devoid of distinction, academically or in business, until he became a politician. Before that point, the idea of him one day becoming president would've seemed completely absurd. It was astonishingly obvious that he would never have become anything if not for his last name.
