it can and does happen in the animal kingdom especially budgies they aren't always their "born into" gender role .. they assume whatever role is necessary if there's no females around they bond with eachother more often than not regardless of whether they can mate or not. for that is true love and need of another kindred spirit. its more than just about your silly gonads.
They are both tooo young to say that they are 2 boys. The blue one is probably a male, but the green one also could be female. They have not yet the coloured nose that they have if they are elder.
they could both be boys or they could be boy and girl, but either way it wouldn't surprise me because I read somewhere that budgies are a very queer species and homosexuality is very widespread among them.
